					<description><![CDATA[Accountability - This paper by Carolina Johnson, Brendan Whitty and&nbsp;Michael Hammer&nbsp;addresses the accountability of research organisations to those on whose behalf they claim to work. Drawing on research done under the Accountability Principles for Research Institutes project, it&nbsp;explores how research organisations can operationalise this accountability in a way that is meaningful. The aim of this work is to help address accountability gaps that may harm the legitimacy of important research and the validity of its results, reducing the overall impact and effectiveness of a wide range of research organisations, including from civil society, in the public policy process.]]></description>

					<title><![CDATA[Stretched in all directions: exploring the accountability of research institutes]]></title>
					<description><![CDATA[Accountability - Research organisations are frequently pulled in a number of directions by different stakeholders expecting respect of a variety of standards: research ethics, impact evaluations, the demands of policy-makers, the requirements of members and the need for good quality research. Stretched in different directions, the research organisation may face serious dilemmas. This paper introduces some of the common demands and accountability relationships placed on policy-relevant research organisations. Focusing on the stakeholder groups, it reviews the origin of the demands, their nature and content, and the tensions that may exist between them. It introduces the Accountability Principles of Research Institutes, and sets the stage for the One World Trust's ongoing research in this area.]]></description>

					<title><![CDATA[ICC orders Lubangas release]]></title>
					<description><![CDATA[Peace and Security - The ICC has ordered the release of the Congolese rebel leader Thomas Lubanga, accused of recruiting child soldiers in eastern DRC during the hostilities in 2002 and 2003. Mr. Lubanga&rsquo;s release has been suspended for five days in order to hear the prosecution&rsquo;s appeal against the decision, but if an appeal is unsuccessful, the accused will be freed unconditionally. The Chief Prosecutor, Luis Moreno-Ocampo, is confident that since the disputed documents are now available to the defence team, the appeal will be successful and the trial will begin sometime in the autumn. Meanwhile, Jean-Pierre Bemba, leader of a Congolese armed group active in the  in 2002 and accused of crimes against humanity, has been transferred to the ICC at the Hague. He appeared in the pre-trial Chamber on Friday.]]></description>

					<title><![CDATA[African Union fails to condemn Mugabe]]></title>
					<description><![CDATA[Peace and Security - At the meeting of the African Union in Sharm el Sheikh, no criticism was levelled at Zimbabwe&rsquo;s leader, Robert Mugabe, for his victory in last month&rsquo;s &lsquo;sham&rsquo; election, although a resolution was passed calling for unity talks to take place. Ministers in Mugabe&rsquo;s government have suggested that they are open to the idea of talks, but have specifically ruled out a government of national unity with the opposition MDC. Opposition leader Morgan Tsvangirai has also declared that no power-sharing arrangement will be satisfactory. Meanwhile, European leaders have insisted that the EU will not recognise the legitimacy of Mugabe&rsquo;s victory, with Bernard Kouchner, French Foreign Minister saying that any government not led by Tsvangirai would be unacceptable. The USA has tabled a UN Security Council resolution for discussion next week calling for sanctions to be imposed on &rsquo;s leaders.]]></description>

					<title><![CDATA[Bosnian Muslim Commander released on appeal]]></title>
					<description><![CDATA[Peace and Security - Naser Ori, the Bosnian Commander convicted by the International Criminal Tribunal for Yugoslavia (ICTY) in 2006 of failing to take measures to prevent the murder of Bosnian Serb prisoners in Srebrenica in 1992 and 1993, has had his conviction quashed following a successful appeal by his defence. Originally sentenced to 2 years imprisonment, his defence successfully argued that responsibility for the crimes could not reasonably be assigned to Ori&rsquo;s only recognised subordinate, a conclusion which called into question Ori&rsquo;s familiarity with, and influence over, the perpetrators.]]></description>

					<description><![CDATA[Peace and Security - As Zimbabweans go to the polls following Robert Mugabe&rsquo;s refusal to postpone Zimbabwe&rsquo;s presidential run-off, increasing international concern has led to calls for intervention in a variety of forms. Whilst African leaders have limited their calls to condemnation of Zimbabwe&rsquo;s leader, western politicians have increasingly proposed international intervention in some form, from Paddy Ashdown&rsquo;s view that military intervention could be justified if the situation deteriorated further; to Nick Clegg&rsquo;s invocation of the Responsibility to Protect doctrine. Morgan Tsvangirai, the opposition MDC&rsquo;s presidential candidate, has withdrawn from the election but has asserted that Zimbabwe&rsquo;s problems should be solved by African regional partners, the Southern African Development Community (SADC) and the African Union (AU).]]></description>

					<title><![CDATA[UNs Darfur negotiators resign after admitting efforts have failed]]></title>
					<description><![CDATA[Peace and Security - Admitting that the peace process has collapsed and that neither side is ready to accept a peace deal, Jan Eliasson, negotiator for the UN, and Salim Ahmed Salim, his African Union counterpart, have announced that they will stand down to make way for a new negotiator. Citing the fact that the rebels, initially made up of two groups when the talks began in 2003, have split into 15 different factions, and the Sudanese government&rsquo;s failure to speak with one voice, the two negotiators made clear that they did not believe that the parties were ready to make the necessary compromises. The UN/AU peacekeeping force remains woefully under-resourced, with only 10,000 of a promised 26,000 troops, but this failure cannot disguise the fundamental lack of a peace agreement to uphold.]]></description>

					<title><![CDATA[Global Refugee Numbers Rise Again]]></title>
					<description><![CDATA[Peace and Security - The number of people classed as refugees has risen for the second straight year, as well as those classified as internally displaced peoples (IDPs), according to UNHCR statistics. In a speech in London, UN High Commissioner for Refugees Ant&oacute;nio Guterres said that the findings were a disappointment after five consecutive years of falling refugee numbers. The number of refugees under the responsibility of the UNHCR, which excludes those fleeing natural disasters, rose from 9.9 to 11.4 million people by the end of last year, whilst the number of people displaced internally through conflict-related causes increased from 24.4 to 26 million. These figures do not include people fleeing natural disasters. Afghan and Iraqi refugees represented almost half of all refugees under the care of UNHCR in 2007.]]></description>

The International Criminal Court has suspended proceedings in the case of Thomas Lubanga Dyilo, the Congolese rebel militia leader, after documents with the potential to exonerate the accused were not made available by the prosecution to Mr. Lubanga&rsquo;s defence team. The judges said that the failure of the prosecutors to disclose the documents had the effect of &ldquo;improperly inhibiting the opportunities for the accused to prepare his defence.&rdquo; The court has now scheduled a hearing for Tuesday 24th June to consider whether Mr. Lubanga should be released. 					<description><![CDATA[Peace and Security - Five men accused of involvement in the September 11th attacks have appeared at a military tribunal in Guantanamo Bay. The detainees, including Khalid Sheikh Mohammed, the alleged mastermind of the attacks, were told that they could face the death penalty if convicted. Human rights groups have questioned the legitimacy of the tribunals, and called for the accused to stand trial in US federal courts, accusing the tribunals of lacking political independence and denying defendants the basic rights of due process. 					<description><![CDATA[Peace and Security - Finding that the Rwandan criminal penalty structure did not meet internationally recognised standards, the International Criminal Tribunal for Rwanda (ICTR) refused to transfer the case of Yussuf Munyakazi to the Republic of Rwanda. Despite the abolition of the death penalty in Rwanda, the ICTR Trial Chamber argued that the possible sentence of life imprisonment in isolation fell outside international standards, and cited concerns over the independence of the judiciary. The humanitarian catastrophe unfolding in the country is being exacerbated by the ruling junta&rsquo;s intransigence in allowing foreign aid workers to distribute urgently needed supplies, and calls have been made for forced intervention to help mitigate the tragedy. 					<description><![CDATA[Peace and Security - The French foreign minister, Bernard Kouchner, has called for the implementation of the Responsibility to Protect doctrine in order to deliver food aid to cyclone-ravaged Burma, if necessary against the wishes of the Burmese authorities. The French ambassador sought to bring the matter before the Security Council, but the move was blocked by several countries on the grounds that it was not a security issue. John Holmes, undersecretary-general of the UN's humanitarian affairs agency, also responded, saying that any 'confrontation' with the Burmese authorities would not be helpful. 					<title><![CDATA[UN accused of cover-up over investigation of peacekeepers in DRC]]></title>
					<description><![CDATA[Peace and Security - Human Rights Watch has written to the UN Secretary General with evidence that details of illegal activities carried out by Pakistani peacekeepers were ignored by the Office of Internal Oversight Services (OIOS) in order to placate Pakistan, currently the largest provider of UN peacekeeping troops. New evidence uncovered by a separate BBC investigation also revealed serious failures in the OIOS investigation into allegations that Pakistani peacekeeping troops in Eastern DRC had smuggled gold and supplied arms to rebel militias. Although the OIOS investigation resulted in the repatriation of Pakistani peacekeepers, no prosecutions for the offences have been forthcoming, as the UN must rely on national jurisdiction to punish criminal activity. The head of the UN&rsquo;s Department of Peacekeeping Operations, Jean-Marie Gu&eacute;henno, strenuously denied allegations of a cover-up in a letter to the BBC.]]></description>

					<title><![CDATA[Security Council stresses cooperation between UN and regional peacekeeping operations]]></title>
					<description><![CDATA[Peace and Security - Debating the partnership between the UN and African regional organisations, the Security Council unanimously agreed to strengthen cooperation between the international and regional bodies. Focusing&nbsp;on the United Nations&rsquo; relationship with the African Union in particular, the agreed resolution proposes a new panel to support efforts to provide consistent, sustainable financing for African efforts to maintain peace &amp; security. The different contributions to the debate (the text of which can be found here), however, reveal a continuing difference in emphasis in use of language. Whiel some members&nbsp;of the Security Council clearly refer and use the terminology associated with the Responsibility to Protect, doctrine, other noticeably refrain from its use. The outcome resolution relating to African regional organisations conspicuously fails to refer explicitly to the emerging norm of R2P.]]></description>
